This Intermediate Programme Report covers the first half of 2005. It contains only progress reports on projects and major changes within the ITEA programme. Complementing these reports, up-to-date statistical information is available in the password-protected area of our website (see Appendix C. How to access the online data, which explains how you can access this information).

 

Project Overview

ITEA’s current project portfolio (Calls 1-7) comprises 76 projects: 42 are completed, 34 are on-going or in their start-up phase. Here we do not take into account the 21 projects that have been stopped.

ITEA's project portfolio as of July 2005, and their status

 

During the 1st half of 2005, up to the beginning of July, 14 Project Reviews were conducted, all with very positive results.

 

The status of Call 5 in July 2005 is 13 projects, representing 1,581 person-years. Taking into ccount a remaining small number of expected change requests, our forecast remains at around 1,500 person-years for Call 5.

In Call 6, 15 projects were accepted and labelled, representing in total 2,265 person-years. Meanwhile, the status in July 2005 is 10 projects. Our forecast remains at 10 projects, representing around 1,000 person-years.

Some Call 7 projects are still in the start-up phase. Funding is not yet decided in a number of cases, but our forecast is slightly increased to 15 remaining projects, accounting for 1,600 person-years.

Status of Call 7 projects up to July 2005

 

The number of Project Outlines (POs) submitted in the PO phase of Call 8 was 24, representing 3,210 person-years. Of the 251 partners, 103 are SMEs, 62 of which are new ones! 17 POs (currently representing 2,599 person-years) are invited for the FPP phase. Looking to the available amount of funding, our forecast for Call 8 is 10-12 projects, totalling 1,000 to 1,200 person-years. Despite the economic downturn, ITEA is experiencing a strong growth of interest from partners wishing to participate in projects.

 

In 2001 the amount of invested person-years was 1,261. In 2002, the total effort was reduced to 1,062 person-years. An upward trend can be seen from 2002 onwards, with 1,192 person-years expended in 2004.

ITEA 2

The preparation for the successor programme of ITEA is proceeding at full speed. Its new name is ITEA 2. Our Chairman presented a draft White Paper (part 1) during the EUREKA High Level Group (HLG) meeting in Maastricht (June 29, 2005). The document is available on our website. The full application of ITEA 2 is scheduled for the HLG meeting of October 20. For this full application, the current draft White Paper will be completed by the work plan for phase 1 (part 2) and the results of the IDATE/ TNO study on “Software-intensive Systems in the future”.


In order to introduce ITEA 2, we paid visits to the Directors of ITEA’s key countries. Our plans were well received; comments of the Directors will be used to further enhance the ITEA 2 programme. A key improvement area is the Call process (throughput time and synchronisation). The renewed Call process will also be prepared for use in the ARTEMIS (Advanced Research and Technology for Embedded Intelligence & Systems) JETI (Joint European Technology Initiative).

 

EUREKA

This year, EUREKA celebrates its 20th anniversary, which is being marked by a series of events. A major occasion will be the EUREKA Forum in Prague; our Chairman is invited for a keynote on “EUREKA Clusters and European Competitiveness” (details can be found on the EUREKA website). During the June HLG meeting, the Netherlands handed over the Chair to the Czech Republic. In order to prepare themselves, the new Czech chairmanship organised a EUREKA Cluster meeting in Prague to gather advice on the recommended approaches. To further support the hand-over, the Netherlands organised a EUREKA Day, giving industry the opportunity to comment on a position paper describing what kind of future support environment European governments should provide for industrial R&D and innovation.

 

ARTEMIS

In the meantime, over 25 European Technology Platforms (ETPs, a new instrument in FP7) have been established. ARTEMIS (Advanced Research and Technology for Embedded Intelligence & Systems), the ETP on Embedded Systems is very active. Several publications have been issued, a website is launched, and the Strategic Research Agenda (short version) is now available. The WG Financing further elaborated a “two pillar” structure, with the traditional FP instruments as one pillar and a JETI (Joint European Technology Initiative – an ITEA/MEDEA-like structure, with additional EU and national funding contributions) as the other. The results were well received in both the ARTEMIS Steering Group and the Mirror group. It became clear that the ITEA 2 organisation and processes are to be designed so that a smooth transfer to the ARTEMIS JETI will be possible if substantial funds for the latter become available.

 

Publications

At the end of January 2005 we issued an ITEA leaflet, in which we briefly describe who we are and what we do. The leaflet can be downloaded from our website (Newsroom – Publications).

 

The 6th Symposium
ITEA and the next wave in the digital transition

Our 6th annual Symposium will take place on Thursday 13 and Friday 14 October 2005, at the Marina Congress Centre in Helsinki, Finland. This year’s symposium will be particularly exciting, as we will also announce and introduce the next-generation ITEA 2 programme. On Thursday morning, prior to the official opening, an exhibitors’ forum will be held for technical exchange of information between exhibitors. In the afternoon our executive team will present the achievements of the current ITEA programme, and three selected projects will present their results. At the project exhibition, project team members will be showcasing their work, using demos and prototypes to demonstrate its impact. On Friday we will look ahead to the future and outline the objectives of ITEA 2. At this 6th ITEA Symposium we will also be honouring the recipients of the ITEA Achievement Award 2005.

 

Organisational issues

A few organisational changes in the Steering Group took place during the first half of 2005:

In January Mr H. Singh succeeded Mr E. Lehmann of DaimlerChrysler, and in May Mr M. Sioli succeeded Mr A. Colaiemma of Italtel.

 

In the Board Support Group, Mr H. Saikkonen took over from Mr T. Tallgren of Nokia in July.

In May, Mr J. Magen of Alcatel – a member of the ITEA Board and the Board Support Group – handed over his Board position to Mr E. Perrin-Pelletier, and was succeeded in the BSG by Mr. A. Carenco.

 

ITEA’s Vice-Chairman Mr J-P. Lacotte left ITEA stepped down in June and was succeeded by Mr G. Roucairol, Chief Scientist of Bull and former Chairman of the French RNTL network, effectively July 1, 2005.
