Executive Summary

Programme Report 1st half 2003

Previous Executive Summaries

This 8th Programme Report covers the first half of 2003 (1 January to 30 June), but it also includes some more recent information, according to our standard policy.

Projects in ITEA

During the 5th Call 19 Full Project Proposals were labelled, representing over 3,000 person-years. Due to funding restrictions, 5 projects have since been withdrawn and the amount of effort committed to other projects has been radically reduced. Taking into account the change requests received, the status at the end of this reporting period is 1,828 person-years. However, we expect further reductions and our best guess is that Call 5 will ultimately involve 1,500 person-years – an alarming situation.

Our 6th Call opened on 20 January 2003. In April we received 15 Project Outlines (POs) involving over 1,800 person-years. Because the work involved in preparing proposals for Integrated Projects in the 1st FP6 Call coincided with preparation of POs for our 6th Call, we accepted two “latecomer notifications.”

In the reporting period, six project reviews took place (including one final review), all with positive results. Our current project portfolio consists of 49 projects (22 completed, 26 running and one in the start-up phase). The maximum project duration has been extended from two to three years, starting with Call 6.

IRIS Book

We are now halfway through the programme. The Interim Report on ITEA’s Status (IRIS Book), published in April 2003, contains an assessment of the fundamentals on which ITEA was built, describes progress made so far, and sets out the course for the second half of the programme.

Mid-Term Assessment

In April a consortium of IDATE and TNO-STB was set up. An electronic inquiry was sent out to over 500 ITEA project contact persons and additional interviews took place in August and September. The final report will be presented at the next Board/DC meeting in April 2004.

Roadmap

In the first half of 2003, there were three core team meetings and two workshops (one with academic experts and one with members of the Steering Group and the ITEA founding companies). An analysis of the domains ‘Intermediation Services & Infrastructures (ISI)’ and ‘Services & Software Creation (SSC)’ has been finalised and an interim report has been prepared. The core team is currently revising sections on the domains ‘Home’, ‘Cyber Enterprise’ and ‘Nomadic’, and will then start reviewing the technologies. The new version of the ITEA Roadmap will be published in April 2004.

Open Source Software

in April a working group on Open Source Software chaired by our former Vice-Chairman Eric Daclin started preparing a position paper covering technical, economical, industrial and legal aspects, which will be submitted to the Board for approval in November 2003.

Symposium

Our 4th annual symposium will take place on 9 and 10 October 2003 in Belgium at the famous Catholic University of Leuven. This year’s theme is “ITEA – 4 more years. Advancing software-intensive systems”. There will be keynote speakers, a panel discussion on Open Source Software and a Special Focus session on Digital Entertainment. The exhibition will include 32 projects (19 with a demonstration). During the symposium dinner the 2003 ITEA Achievement Award will be granted.

Organisation

On 1 July Professor G. Zimmermeyer from Siemens succeeded Professor G. Siegle on the ITEA Board. Mr François Guérel of the European Federation of High-tech SMEs has left the Board and a successor has yet to be appointed. In April we welcomed Mr M. Sridharan as the successor to Mr J.P. Vasserot, representing Bull in the BSG as well as in the STG. Mr M. Pocaterra succeeded Mr G. Renoffio, representing Italtel in the STG.

New reporting appoach

This is the last half-yearly programme report. Report No. 9, which will cover the whole of 2003, is scheduled to be published at the end of March 2004. At the end of September an intermediate report will be published containing project progress reports for the first half of 2004 and major additions and changes compared to the previous report.
