How to submit a Full Project Proposal
After pre-labelling (the PO phase), successful candidates are requested to submit Full Project Proposals (FPPs). These are evaluated by the ITEA 2 Steering Group. Based on these evaluation results and the feedback of the Public Authorities, the ITEA 2 Board Support Group will give a recommendation for labelling to the ITEA 2 Board. The ITEA 2 Board will then decide on the labelling of the project proposals.
The FPP is more detailed than the PO. It must contain a project work plan, market positioning statement and analysis of the competition. What's more, it must describe any innovative aspects with respect to state-of-the-art technology and realistic prospects for exploitation. Please pay special attention to the comments and requests contained in the PO Evaluation Report and comments from the Public Authorities. Don't hesitate to contact, via the ITEA 2 Office, an ITEA 2 Steering Group reviewer to discuss these comments.
Submitting a Full Project Proposal can be done by:
- Filling in the partner details and effort/cost overview in a predefined Excel sheet.
- Completing the FPP Word Template
These documents need to be sent to the ITEA 2 Office by email (itea2@itea2.org) or upload it via the "Document Upload" - functionality on our website.
The FPP must be prepared according to the FPP guidelines. For both above methods, sets of Full Project Proposal (FPP) templates and guidelines to be used are available.
The FPP needs to be submitted before the deadline of 1 October 23:59h, Amsterdam local time.

Evaluation and selection criteria:
Ideally a consortium should include partners from large industries, SMEs and universities/research institutes. The preferred project size is between 40 and 300 person-years.
Your FPP will be evaluated and selected according to the following criteria:
- Relevance to the ITEA 2 domains and core technologies (see technical content)
- Technology state-of-the-art
- Is the technology state-of-the-art (including technical background) adequately described?
- Does the proposal document how the project relates to and/or builds on results of, and differentiates from, other (completed or running) cooperative projects ?
- Compulsory for projects having software- or system-engineering related activities: Is it planned to, in the course of the project, update/extend the software- or system-engineering related state-of-the art provided in the FPP and to make it a Public Deliverable?
- Market relevance (market state-of-the-art)
- Is there an adequate “Market Analysis” section (including competitors description)?
- Are the market opportunities clearly documented for each partner?
- Innovation and expected impact
- Is the project innovative enough, and is this innovation adequately described?
- Are the concrete final results clearly described?
- Are the objectives of software- or system-engineering related activities clearly quantified and is it explained how results will be measured?
- Exploitation and dissemination
- Is there an adequate description of the exploitation perspectives and dissemination (publications and standardisation)?
- Are the management expectations from and involvement with software- or system-engineering related activities clearly described for the companies that are not software tool vendors?
- Are the future potential products or services identified?
- Project management and work plan
- Is there an adequate work plan?
- Is there an adequate project management plan?
- Is the role and contribution of each partner clearly defined?
- Effort justification
- Is there a convincing “Rationale for Funding”?
- Is the total effort in line with the work and the objectives to be achieved?
- Is the effort of each partner in line with the work to be done?
- Project consortium
- Is there sufficient R&D competence and competitiveness in the consortium?
- Is the consortium balanced with respect to partner types (i.e. large industries, SMEs and universities/research institutes)?
- Is the consortium balanced with respect to countries and in accordance with EUREKA rules?
- Is the added value of each partner's cooperation identified?
- For projects having software- or system-engineering related activities: Are software tool vendors participating; if not, is it justified?
- Contacts with Public Authorities
- Were the Public Authorities contacted (and is the outcome likely to be positive)?
The main focus in the FPP phase is on the following five criteria:
- Technology state-of-the-art
- Market relevance
- Innovation and achievements
- Exploitation and dissemination
- Project management & work plan
While preparing the FPP, you must keep in touch with the Public Authorities in all participating countries in order to ensure that your proposal fits within each country's priorities and funding rules. For contact details, click on National Funding.
Partners participating in ITEA 2 for the first time (also those who participated earlier in the current ITEA programme!) are required to submit a Declaration of Acceptance of the ITEA 2 Frame Agreement. These letters must be:
- printed on company notepaper
- signed by an authorised person
- sent to the ITEA 2 Office within one week of submitting the Full Project Proposal (before 9 November 2009). For a template of the Declaration of Acceptance click here.
The ITEA 2 Frame Agreement will be sent to you on request.
Finally, after labelling, a Project Consortium Agreement (PCA) must be signed by all partners. This details the cooperation between the project partners (contractors and subcontractors, where applicable). For some Public Authorities, the PCA - signed by all partners - is a prerequisite for funding. => Model contract PCA - ITEA 2
